Condition Assessment vs Dilapidation Survey: Which One Do You Need?
Two reports. Similar names. Entirely different purposes. Property managers, developers, body corporates, and lawyers regularly commission one when they need the other, and the consequences range from wasted fees to unenforceable legal positions.
This post draws a clear line between a dilapidation survey and a condition assessment, explains when each is required, what each delivers, and identifies the situations where both are necessary.
What a Dilapidation Survey Is
A dilapidation survey is a photographic and written record of a structure's existing condition at a specific point in time. Its purpose is evidentiary, not diagnostic. The survey documents pre-existing cracks, settlement, spalling, drainage issues, and surface defects before adjacent construction activity begins.
The logic is straightforward. If a neighbouring development causes vibration, ground movement, or changes to groundwater, the affected property owner needs to prove that the damage did not exist beforehand. Without a dilapidation survey, that argument is difficult to sustain. With one, the baseline is established and any new damage is attributable.
A dilapidation survey does not assess structural adequacy. It does not calculate load capacity, estimate remaining service life, or recommend remediation. It records what is visible on the day of inspection and nothing more.
What a Condition Assessment Is
A condition assessment evaluates a structure's current performance against its intended design function. The engineer is asking a different question entirely: not "what does this look like today" but "how well is this structure working, and for how long."
A thorough condition assessment typically involves:
- Visual inspection and defect mapping
- Non-destructive testing (NDT) such as rebound hammer, ultrasonic pulse velocity, or cover meter surveys
- Material sampling and NATA-certified laboratory analysis where warranted
- Review of original design documentation where available
- Risk classification of identified defects
- Recommendations for monitoring, investigation, or remediation
The output is an engineering judgement, not just a photographic record. The engineer quantifies how far defects extend and how severe they actually are. This distinction matters because a condition assessment that only lists visible defects without measuring their depth or extent leaves asset owners pricing remediation at worst-case assumptions. Targeted investigation data enables phased budgets and interventions proportionate to actual risk.
When Each Is Required
Dilapidation Surveys
In Queensland, development approval conditions frequently mandate dilapidation surveys before earthworks, piling, demolition, or bulk excavation can commence. The Queensland Development Code and local government planning instruments commonly require the applicant to commission surveys of adjoining properties, and sometimes properties within a specified radius, prior to any ground disturbance.
Brisbane City Council, for example, routinely includes dilapidation survey requirements in conditions for development applications involving basement construction, retaining walls over certain heights, or works near property boundaries. The survey must generally be completed before construction starts and repeated after practical completion to identify any changes attributable to the works.
Beyond development approval conditions, dilapidation surveys are also commissioned by:
- Property owners: whose property adjoins a proposed development, to protect their own legal position
- Developers: to document the pre-construction condition of neighbouring assets and limit their liability exposure
- Body corporates: when a lot owner proposes works that may affect common property or adjoining lots
- Lawyers and insurers: when a dispute has already arisen and a baseline record is needed retrospectively (though this is far less useful than a pre-construction survey)
Condition Assessments
Condition assessments are required when the question is about structural performance rather than legal baseline. Common triggers include:
- Pre-purchase due diligence: : Understanding what you are buying before settlement
- Asset management planning: : Establishing a maintenance schedule and capital expenditure forecast for an existing building
- Post-disaster assessment: : Evaluating structural integrity after flood, fire, impact, or cyclone
- Regulatory compliance: : Some Queensland Form 12 and Form 15 certifications require evidence of structural adequacy
- Aged or heritage buildings: : Structures built under superseded standards where current load capacity is uncertain
- Insurance claims: : Quantifying damage extent and remediation scope
- Body corporate disputes: : Determining whether a defect is a maintenance obligation or a latent defect claim
What Each Delivers
A dilapidation survey delivers a timestamped, photographic record with written descriptions of observable defects. The report is typically structured by location, moving systematically around the property. It is not an engineering opinion on cause or severity. It is evidence.
A condition assessment delivers an engineering opinion. The report will classify defects by type and severity, identify probable causes, and recommend a course of action. A well-structured condition assessment separates what is known from what requires further investigation, rather than defaulting immediately to expensive remediation recommendations.
The distinction in deliverables reflects the distinction in purpose. One is a legal document. The other is a technical one.
Cost Differences
Dilapidation surveys are generally less expensive than condition assessments because the scope is narrower. A dilapidation survey of a standard residential property adjoining a development site might cost between $800 and $2,500 depending on property size, access requirements, and the number of properties to be surveyed. Larger or more complex properties, including multi-storey residential buildings or commercial assets, will sit higher in that range.
Condition assessments vary more widely because scope depends on what is being assessed and to what depth. A desktop review with a site inspection for a small commercial building might start around $3,000 to $5,000. A full investigation of a multi-storey building with NDT, material sampling, and laboratory analysis can reach $30,000 to $80,000 or more. The investment is proportionate to the decisions being made. Spending $15,000 on a condition assessment that avoids a $500,000 unnecessary remediation programme is straightforward arithmetic.
It is worth noting that commissioning a dilapidation survey when you actually need a condition assessment does not save money. It produces a document that cannot answer the question you are asking.
When You Need Both
There are situations where both reports are necessary, and they serve different functions within the same project.
Consider a developer proposing basement excavation adjacent to a 1970s concrete car park structure. Before works commence, a dilapidation survey of the car park establishes the pre-construction baseline for legal protection. Separately, the developer's structural engineer may require a condition assessment of that same car park to understand whether its existing condition makes it more susceptible to construction-induced movement, and what monitoring thresholds should be set.
Similarly, a body corporate managing an older building may commission a condition assessment to understand the structural state of the asset, and then separately require a dilapidation survey of adjoining properties before approving a lot owner's proposed renovation works.
In post-disaster scenarios, both are sometimes needed simultaneously. A condition assessment addresses whether the structure is safe to occupy. A dilapidation survey, if commissioned promptly after the event, establishes the post-event baseline before any repair works alter the evidence.
A Note on Who Prepares Each
Dilapidation surveys are prepared by various practitioners, including building consultants, quantity surveyors, and engineers. The key requirement is that the surveyor is experienced, methodical, and produces a report that would withstand scrutiny in a dispute. Photographic quality, systematic coverage, and clear descriptions matter.
Condition assessments should be prepared by a Registered Professional Engineer (RPEQ in Queensland, or equivalent registration in New South Wales and Victoria). The engineering judgements involved in classifying defect severity, interpreting NDT results, and recommending intervention require professional registration and the accountability that comes with it.
For projects where both are required, engaging a structural engineering firm to manage both ensures the technical findings from the condition assessment inform the scope of the dilapidation survey, and that both documents are defensible if they end up in front of a court or tribunal.
Getting the Scope Right Before You Commission
The most common mistake is commissioning based on the name of the service rather than the question that needs answering. Before engaging anyone, be clear about what decision you are trying to make or what risk you are trying to manage.
If the question is "what does this structure look like today, before the neighbouring works start," you need a dilapidation survey.
If the question is "how is this structure performing and what does it need," you need a condition assessment.
If the question is both, commission both, but make sure the scope of each is defined clearly and that the two documents are coordinated rather than produced in isolation.
