Independent Proof Load Testing of Post-Installed Construction Anchors on Active Building Sites
Construction anchor testing is independent proof load and pull-out verification of post-installed anchors used to connect steel, plant, facades, balustrades, and services to concrete on active building sites. These are production anchors that will remain in service. The test confirms that the installed fixing can carry the nominated proof load in the actual substrate, not that the catalogue product is capable in a laboratory slab.
The responsible engineer needs site evidence, not catalogue assumptions, to confirm whether the installed or proposed anchor arrangement is fit for purpose.
Where construction anchors sit in the ITP
On most commercial jobs the requirement sits in the Inspection and Test Plan. The specifying engineer names a sample rate, a proof load, a hold period, and a pass criterion. Typical construction-anchor populations include M12 to M24 chemical or mechanical anchors for base plates, curtain-wall brackets, plant frames, and structural steel connections. Sampling is often 5% to 10% per zone, rising where the substrate changes, edges are close, or a failed test appears.
Why manufacturer data is not site evidence
Manufacturer ETA data describes a product in a defined concrete class under controlled installation. It does not describe the hole that was drilled yesterday, the dust that was left in the bore, the resin that was injected short, or the cracked zone next to a construction joint. Construction-anchor testing replaces that assumption with a recorded load, a hold, and an engineer-reviewed pass or fail against the project brief.
What ATA reports so the programme can proceed
ATA attends with calibrated hydraulic equipment, applies the nominated proof load in the confined or unconfined configuration the brief requires, and issues an RPEQ or RPEng reviewed report that the certifier, superintendent, and builder can put on the file. Draft reports are typically issued within 48 hours of testing. ATA does not install the anchors. Independence from the installer and from the product supplier is the point of the test.

ITP-Matched Sampling
Test quantity taken from the project ITP, VicRoads Table 680.091, BS 8539 statistical or simplified methods, or the specifying engineer's written rate. Failed tests trigger expanded sampling of the same population.
Base Plate and Steel Connection Testing
Proof load testing of post-installed anchors connecting steel columns, plant frames, and brackets to concrete. Load applied in tension or shear to match the in-service load path.
Facade and Cladding Anchor Verification
Testing of curtain-wall brackets, cladding rails, and balcony connections where a failed fixing has both structural and falling-object consequence.
Active-Site Mobilisation
Portable equipment, site induction, and work sequenced around other trades. Brisbane and SEQ often same-day or next-day once the brief is confirmed.
Independent of Installer and Supplier
ATA does not sell anchors and does not install them. The report is third-party evidence for the engineer and the certifier, not a product endorsement.

Each programme closes with methodology, nominated proof loads, individual results, photos, and a pass or fail determination signed for the relevant Australian jurisdiction.
Questions that typically come up before site testing.
When does a construction project need independent anchor testing?
When the specifying engineer has classed the anchors as safety-critical under AS 5216 or BS 8539, when the ITP requires proof testing of a sample, when the substrate is outside the manufacturer ETA, or when the builder needs a defensible record before steel, facade, or plant is loaded onto the connection. VicRoads Section 680 and AEFAC TN05 both recommend sampling of production anchors in those cases.
Can the installer test their own construction anchors?
They can operate a jack. They cannot produce independent evidence. AEFAC and VicRoads guidance treat the tester as a separate party from the installer so the pass or fail is not written by the crew that drilled the holes. ATA is structured for that role.
How many construction anchors need to be tested?
Follow the ITP first. If the ITP is silent, VicRoads Table 680.091 sets percentage rates that increase with consequence of failure. BS 8539 uses a statistical method (minimum 15 tests) or a simplified method (5 tests). Critical zones may require 100% testing. ATA derives the quantity from the written brief before mobilisation.
How quickly can ATA attend a construction site?
Brisbane and Southeast Queensland: often within 24 hours of a confirmed brief, same-day when the programme is time-critical. Sydney and Melbourne: typically 3 to 7 business days for fly-in mobilisation. Remote sites are scheduled against access and induction windows.
