Suitability and Acceptance Pull-Out Testing of Soil Nails and Ground Anchors to AS 4678, VicRoads 683, and TfNSW R64

Soil nail testing is pull-out verification of grouted bars installed into soil or weathered rock for retaining walls, cuttings, and temporary excavation support. It is not the same job as proof loading a construction anchor in concrete. The governing documents are AS 4678 for earth-retaining structures, VicRoads Section 683 for soil nail walls, and TfNSW QA Specification TS 02168.1 (R64) for soil nailing. Project drawings usually state the test loads, bonded lengths, and hold times.

Suitability tests versus acceptance tests

Two test types appear on most jobs. Suitability tests (also called verification or sacrificial tests) are installed to confirm the design bond before production nailing proceeds. Acceptance tests are applied to a sample of working nails, typically around 3% under TfNSW R64, to check that installation quality has stayed consistent. Sacrificial nails are often loaded toward twice the working adhesion. Working nails are loaded to a proof level that must not yield the bar.

Creep holds are not a 30-second proof load

Holds are measured in minutes to hours, not 30 seconds. VicRoads practice and FHWA-style procedures use creep criteria: movement over a log cycle of time at a sustained load, often 60 minutes or longer on verification tests. Displacement is recorded against a reference that is not influenced by the reaction pad. Grout strength hold points apply before testing. Debonded lengths are required so the reaction system does not restrain the bonded zone.

What ATA needs on the brief before mobilisation

ATA provides independent testing and engineer-reviewed reporting against the written project specification. The retention contractor drills and grouts. ATA applies the load, records movement, and reports against the nominated acceptance criteria. Mobilisation requires the design documentation, nominated test loads, bonded and debonded lengths, and access for a hydraulic jack matched to the test load. Confirm kit capacity against the specified load before the hold point is released.

FAQ

Questions that typically come up before site testing.

Is soil nail testing the same as construction anchor testing?

No. Construction anchors are short post-installed fixings in concrete, tested to AS 5216, AEFAC TN05, or VicRoads Section 680 with a short hold. Soil nails are grouted bars in soil or rock, tested to AS 4678, VicRoads Section 683, or TfNSW R64, often with creep holds of an hour or more and loads set by the geotechnical design. Using a 30-second construction-anchor proof load on a soil nail does not satisfy those specifications.

What is the difference between a suitability test and an acceptance test?

A suitability test is performed on a sacrificial nail to confirm that the proposed drill, grout, and bond will achieve the design adhesion in the actual ground. It is a hold point before production nailing. An acceptance test is performed on a sample of working nails to check that installation quality has not drifted. TfNSW R64 typically requires acceptance tests on 3% of working nails, with additional tests if results fail.

What information does ATA need before attending a soil nail job?

The approved drawings and specification, nominated test loads and hold times, bonded and debonded lengths, bar grade and diameter, grout strength records, and access for the jack and reaction pad. If the test load exceeds the kit on the truck, the job is re-scoped before mobilisation rather than failed on the day.

Can the earthworks contractor test their own nails?

Many do, with the project verifier watching. Independent testing is used when the principal, the designer, or the specification requires a tester who did not install the nails. ATA fills that role and issues an engineer-reviewed report.

Which Australian specifications apply?

AS 4678-2002 covers earth-retaining structures and refers soil nails to ground-anchor testing principles. VicRoads Section 683 covers soil nail walls in Victoria. TfNSW TS 02168.1 (R64) is the current New South Wales QA specification, including suitability and acceptance test procedures and creep criteria. Queensland jobs usually follow TMR project specifications. ATA tests to the document named on the drawings.
